Studii: cetăţean american de origine română (din 1991), a absolvit Facultatea de Matematică a Universităţii din Iaşi, în 1954, şi a obţinut titlul de doctor în ştiinţe matematice, în 1960, la aceeaşi universitate.
Activitate profesională: a debutat ca cercetător asistent la Institutul de Matematică al Academiei Române – Filiala Iaşi [1954-1962]. Lector din 1962 şi apoi profesor universitar doctor la Universitatea din Iaşi, Facultatea de Matematică [1969-1980], şef de catedră între 1969-’72. În perioada 1981-2007 începe să predea ca prof. dr. în matematici la University of Texas [Arlington, TX, USA]. S-a retras în ianuarie 2007, dar a continuat să predea part-timer la aceeaşi prestigioasă universitate americană. Stagii de Visiting Professor: 1989, Universitatea din Bergamo, Italia (2 luni); 1981, Universitatea din Kassel, Germania (4 luni); 1980, Universitatea din Pisa, Italia (9 luni), 1973, Universitatea din Tirana, Albania (3 luni). 1974 DAAD Profesor, Universitatea din Aachen, Germania (3 luni). 1970 Cercetător asociat, Universitatea din Louvain, CORE (9 luni).
Activitatea ştiinţifică: profesorul Drăgan s-a remarcat mai ales în analiză matematică, ecuaţii diferenţiale, analiză probabilistică, teoria jocurilor, statistici economice, sisteme informaţionale, ştiinţele calculatoarelor, programare lineară şi non-lineară, teoria grafurilor, modele macroeconomice, matematici discrete avansate, algebră lineară, optimizări, modele matematice în economie, biologie, medicină.
